Around 33 million speakers. Learner numbers rose extraordinarily after 2022 — Duolingo reported signups for its Ukrainian course multiplying several-fold within weeks — and a large share of those learners are heritage speakers who understand the language perfectly well and have simply never had to produce it out loud.

Cyrillic — but not the Russian alphabet. Ukrainian has і, ї, є and ґ, and lacks ы, э, ё and ъ. The letter и sounds like Russian ы, and е and є are effectively swapped relative to Russian expectations, which trips up Russian speakers far more than it troubles complete beginners.
Ukrainian kept the vocative case for addressing somebody directly, which Russian largely lost. "Оксана" becomes "Оксано" when you speak to her, and using the plain form sounds abrupt in a way you will not intend.
Paired verbs for completed and ongoing actions, chosen afresh in every sentence you build. It is the same tax Russian levies, and it is just as unavoidable.
This is the defining Ukrainian learner problem, and it is not a grammatical one. Passive comprehension built up over a childhood does not convert into speech by itself, and conventional beginner courses are aimed squarely at the wrong skill.

If you read any Cyrillic already, you can read Ukrainian within an hour of learning four new letters. And if you grew up hearing it, your vocabulary and your ear are already in place — what is missing is production, which is both the fastest thing to build and the thing flashcards serve worst.
Ukrainian is on Duolingo, so it is not unserved. But nearly all available material teaches it to absolute beginners, and the largest single group of learners — people who understand it and freeze when they open their mouths — are badly matched by that.
